5.4 In respect of the claim that the author was refused legal aid for his appeal in the case concerning H. R., the case file reveals that the Montreal Legal Aid, Board did examine the author's request, but concluded that the interests of justice did not require the assignment of legal aid. Accordingly, the author has not sufficient substantiated his allegation, for t purposes of admissibility, and this part of the communication is inadmissible under article 2 of the Optional Protocol.
