The Law of Turkmenistan "On Introducing Amendments and Additions to the Law of Turkmenistan 'On the Central Commission for Holding Elections and Referenda in Turkmenistan'"

To introduce into the Law of Turkmenistan "On the Central Commission for Holding Elections and Referenda in Turkmenistan" adopted by the Mejlis of Turkmenistan on 30 April 1999 (Vedomosti Mejlisa Turkmenistana, 1999, no. 1, st. 7; 2004, no. 3, st.22) the following amendments and additions:

1. The word "saylawlar" in the name and preamble of the law shall be changed into "saylawlary" [more precise Turkmen translation of the word "elections"].

2. Article 1 shall be complemented with the fourth paragraph which reads, "The Central Election Commission is a legal personality".

3. The first paragraph of Article 7 shall be rephrased as follows: "Organizational, legal, logistic and information support of the Central Election Commission's activities shall be provided by its staff. The staff of the Central Election Commission shall be approved by the President of Turkmenistan."

The Law of Turkmenistan "On Introducing Amendments and Additions to the Law of Turkmenistan 'On the Central Commission for Holding Elections and Referenda in Turkmenistan'"

To introduce into the Law of Turkmenistan "On the Central Commission for Holding Elections and Referenda in Turkmenistan" adopted by the Mejlis of Turkmenistan on 30 April 1999 (Vedomosti Mejlisa Turkmenistana, 1999, no. 1, st. 7; 2004, no. 3, st. 2-3) the following amendments and additions:

1. The first paragraph of Article 1 shall be rephrased as follows: "The Central Election Commission, within the framework of its powers, shall arrange for holding elections of the President of Turkmenistan, deputies of the Mejlis, halk vekillery (people's representatives), members of region, district [and] city halk maslahatys, and members of the Gengesh, [as well as] holding nationwide referenda (hereinafter – elections and referenda) [and] shall exercise control over the unified implementation of the legislation on elections and referenda all over the territory of Turkmenistan."

2. Article 3 shall be supplemented with the fourth paragraph as follows: "Membership in political parties and other public associations with political agenda of those who participate in the Central Election Commission shall be suspended for the period of their participation there."

3. In Article 4:

The wording "and inform the Mejlis of Turkmenistan about this" shall be deleted from paragraph 9;

Paragraph 15 shall be rephrased as follows: "(15) shall register candidates for the office of the President of Turkmenistan, issue required IDs to them, register persons elected to the office of the President of Turkmenistan, as deputies of the Mejlis of Turkmenistan [and] halk vekillery, and issue required IDs to them; shall publish relevant statements in the press."
