Ukrainian Prime Minister Says Ready To Compromise on Cabinet Law

On 23 January, it was reported that Prime Minister Yanukovych stated that a compromise with President Yushchenko regarding the content of the Law on the Cabinet of Ministers is possible. Yanukovych said that parliament had overridden the president's veto on the law on the cabinet, but said that the government "is not insured against making mistakes in this or that law". He said that in the case of a disagreement on the law on the cabinet, the issue can be solved in the Constitutional Court following the president's or parliament's submission "if the president suggests reviewing any amendments to this law". Yanukovych did not rule out that "any political decisions are possible" regarding some of the articles of the law on the cabinet, providing these decisions bring benefit to the country and society. Russian Federation: Constitutional Court Rules Draft Law Return Without Conclusion Unconstitutional

(RIA Novosti) On November 29, 2006 the Constitutional Court of the Russian Federation ruled unconstitutional para 100 of the Cabinet Regulations that allow to return draft legislation to its author(s) without an official conclusion. The provision in question was found to be incompatible with Artiles 10 and 104 of the Constitution of the Russian Federation. 

The Constittuional Court decision is not subject to appeal and enters into force immediately.

The petition against the provision in question was filed by the Tomsk regional legislature.
