DECREE OF THE PRESIDENT OF GEORGIA

On

APPROVAL OF ACTIVITIES ENVISAGED BY THE LONG-TERM 2002-2007 PRISON REFORM AND DEVELOPMENT PROGRAM DEVELOPED BY THE MINISTRY OF JUSTICE

The disastrous situation has arisen within the penitentiary institutions of the Ministry of Justice. Almost all living facilities in the penitentiary system are damped and require immediate and thorough repairing works; the water-supply, security, electric wiring and fire safety systems are in precarious situation; the alarm system is out of order in most of the penitentiary institutions. The difficulties are also faced up to in connection with the operative-regime situation, the security personnel is permanently understaffed. Practically all medical facilities that are operational in the penitentiary system are out-of-date, there exists no modern medical equipment, the medicine supplies have been brought to minimum. The problem of inmates’ employment, in fact, is not resolved at all; at the same time, those ventures that used to function are either damped or destroyed.

Proceeding from the aforementioned and with the object of improving the current situation, inter alia its financial and material and technical aspects that exist in the penitentiary institutions as well as protecting the rights of inmates it is decided to

  1. Approve the list of activities envisaged by the long-term 2002-2007 prison reform and development program elaborated and submitted by the Ministry of Justice;
  2. Charge the Ministry of Finances of Georgia to envisage the funding of the long-term 2002-2007 prison reform and development program of the Ministry of Justice while developing the state budget of Georgia;
  3. Charge the State Minister with monitoring the implementation of the current decree;
  4. Have the current decree come into force at the moment of promulgation
