3. In all administrative and judicial proceedings aiming at implementing the right to family unity and relating to minors, the superior interest of the child must be taken into consideration with priority, in line with what is stated in art 3.1 of the UN Convention on the Rights of the Child of 10 November 1989, ratified and implemented as in law 27 may 1991, n.176.
