Regulations on the State Duty Payable for Submission of a Naturalization Application

Issued in accordance with Part 5, Article 12 of the Law on Citizenship

and Part 2, Article 10

of the law "On Taxes and Duties"

1. The regulations shall prescribe the rates, the procedure of payment and allowances of the state duty payable for submission of a naturalization application (further in the text - the state duty).

2. The standard rate of the state duty shall be 20 Ls.

3. The rate of the state duty shall be 10 Ls for the following persons:

3.1. persons receiving old-age and long service pensions;

3.2. disabled persons having category II and III;

3.3. full-time pupils of the general education establishments and students of the professional education establishments certified by the state;

3.4. full-time students of the tertiary education establishments certified by the state.

4. The rate of the state duty shall be 3 Ls for the following persons:

4.1. persons the amount of whose income during the last three months before submission of a naturalization application does not exceed the crisis subsistence minimum as prescribed by the Cabinet of Ministers;

4.2. the unemployed persons registered in the State Employment Service;

4.3. members of those families in which there are three or more under age children.

5. The following persons shall be exempt from paying the state duty:

5.1. the politically repressed persons who are acknowledged as such, in accordance with existing legal acts of the Republic of Latvia;

5.2. disabled persons having category I;

5.3. orphans and children who are not under their parents’ charge;

5.4. persons sheltered by social care institutions of the state or self-government.

6. A person shall submit the necessary document(s) to the Naturalization Board to confirm his/her belonging to the category of persons mentioned in Paragraph 3 or 4 of these regulations.

7. A person shall submit a certificate issued by the Social Aid Service of the municipality (a self-government of a civil parish) to the Naturalization Board to confirm that the amount of his/her income during the last three months before submission of a naturalization application does not exceed the crisis subsistence minimum as prescribed by the Cabinet of Ministers.

8. A person shall pay the state duty in a credit institution before submission of a naturalization application and he/she shall receive a document (a receipt) confirming the transaction.

9. The state duty shall be entered into the state basic budget.

10. To acknowledge the Regulations of the Cabinet of Ministers No. 397 "The Regulations on the State Duty Payable for the Review of a Naturalization Application" (December 2, 1997) - the gazette "Latvijas Vēstnesis" No. 314, 1997)as having lost validity.
